A. Meeting Eligibility Requirements

To be eligible for the Canadian Experience Class, an individual must have a minimum of one (1) year of paid full-time work experience (or an equal amount of paid part-time work experience) in a National Occupational Classification (NOC) occupation at TEER category 0, 1, 2, or 3 in Canada within the past three (3) years, with the proper authorization.

The NOC, developed by Employment and Social Development Canada (ESDC), serves as a systematic catalog of occupations in the Canadian labor market. It is divided into six (6) TEER categories:

TEER 0 Management Occupations
TEER 1 Occupations that usually require a university degree
TEER 2 Occupations that usually require:
  • a college diploma
  • apprenticeship training of 2 or more years, or
  • supervisory occupations
TEER 3 Occupations that usually require:
  • a college diploma
  • apprenticeship training of less than 2 years
  • more than 6 months of on-the-job training
TEER 4 Occupations that usually require:
  • a high school diploma
  • several weeks of on-the-job training
TEER 5 TEER 5 Occupations that usually need short-term work demonstration and no formal education

To qualify for the Canadian Experience Class, the work experience in TEER category 0, 1, 2, or 3 must align with the actions described in the lead description and encompass a significant number of duties outlined in the Main Duties section of the NOC, including all essential duties.

If the skilled work experience was gained in Canada in a TEER category 0 or 1 job, the individual must meet the minimum level of Canadian Language Benchmark (CLB) 7 in either English or French for all four (4) language abilities. If the skilled work experience was gained in Canada in a TEER category 2 or 3 job, a minimum level of CLB 5 in either English or French for all four (4) language abilities is required.

B. Applying Under Express Entry

Citizenship and Immigration Canada has introduced a new processing method called Express Entry for candidates in the Federal Skilled Worker Class/Federal Skilled Trades Class/Canadian Experience Class who wish to immigrate to Canada.
The Express Entry system involves two (2) steps:

Step 1 Completion of Online Express Entry Profile

To complete an Online Express Entry Profile and potentially receive an invitation to apply for Permanent Residence in Canada, the individual must qualify under the Federal Skilled Worker Class, Federal Skilled Trades Class, or Canadian Experience Class.

Candidates will provide information about their:

  • skills,
  • work experience,
  • language ability,
  • education, and
  • other details that will help Citizenship and Immigration Canada assess their eligibility.

Candidates who meet the criteria set by Citizenship and Immigration Canada will be accepted into a pool of candidates. If a candidate does not have a job offer supported by a Labour Market Impact Assessment (LMIA) or a nomination from a province or territory, they must register with Employment and Social Development Canada's Job Bank. The Job Bank aims to connect Express Entry candidates with eligible employers in Canada. Candidates are also encouraged to promote themselves to employers through job boards, recruiters, and other avenues.

Step 2 Highest Ranking Candidates in the Pool Will Be Invited to Apply for Permanent Residence

Applicants will be ranked against other individuals in the candidate pool using a point-based system known as the Comprehensive Ranking System (CRS). The CRS will evaluate the information provided in the candidates' profiles,

Which includes:

  • skills,
  • work experience,
  • language ability,
  • education and other factors.

Additional points can be earned if an applicant has:

  • A job offer supported by a Labor Market Impact Assessment (LMIA)
  • A nomination from a Canadian province or territory

Citizenship and Immigration Canada will select candidates from the pool through regular draws, choosing a predetermined number of individuals with the highest scores. These selected candidates will be invited to apply for Permanent Residence in Canada.

Draws will be conducted from the Express Entry pool on a regular basis. Prior to each draw, the Citizenship and Immigration Canada website will provide instructions for the electronic system to randomly select candidates.

These instructions will include:

  • Date of the next draw,
  • Number of candidates receiving an Invitaion to
  • Specific Immigration program(s) included in the draw, if applicable.

If the instructions do not specify the eligible Immigration program, the draw will be based solely on the CRS score.

Once invited to apply, candidates will have sixty (60) days to submit their online Application for Permanent Residence..

Citizenship and Immigration Canada aims to process the majority of complete applications (i.e., those with all necessary supporting documents) within six (6) months or less.

Candidates can remain in the pool for up to twelve (12) months. If they do not receive an Invitation to Apply for Permanent Residence within this period, they may submit a new profile. If the candidates still meet the eligibility criteria, they can re-enter the pool. This approach prevents backlogs and ensures efficient processing times.
