The Home Child Care Provider Pilot and the Home Support Worker Pilot are Canadian pilot programs that aim to help qualified caregivers and their family members become permanent residents of Canada. The programs last for 5 years and allow caregivers to come to Canada and provide care for children, the elderly, or individuals with medical needs.
If you have experience as a caregiver in Canada or have been offered a job as a caregiver, you may be eligible to apply for permanent residence through one of these pilot programs. The application process may vary based on your situation and the amount of qualifying work experience you have.
To be eligible for these programs, you must have a genuine and valid full-time job offer from a Canadian employer located outside of Quebec, who is not an embassy, high commission or consulate. You must also meet the language level requirement of Canadian Language Benchmarks (CLB) for English or French (CLB5 in all skills), have completed a post-secondary education credential of at least 1 year in Canada or equivalent, and be admissible to Canada. Additionally, you must plan to live outside the province of Quebec as a permanent resident.
You do not need to live in your employer's home to qualify for these programs. The ability to do the work is determined based on your past experience or training, and whether you are able to perform the duties described in the National Occupational Classification (NOC) job description.
To apply for the Home Child Care Provider or Home Support Worker Pilot, you must also submit a Canadian work permit application at the same time as your residency application. If you meet the general immigration requirements, such as having good health and no criminal history, in addition to the specific conditions listed, you will first receive a Canadian work permit. After gaining 2 years of work experience in Canada, you and your family will receive permanent residency.
Your family members are also eligible to come with you to Canada, and if they wish to work or study while in Canada, you can include their work or study permit applications with your own.
